State, Government and Administration from the Philosophy of Liberation

Abstract

State, Government and Public Administration are not synonymous, they are not even elements dependent on each other. It is correct to consider these institutions as political elements of the relations between individuals in cultural communities and between social groups. Methodological individualism considers the actor as the minimum unit of analysis of social studies and in this the matter could not be more wrong. The minimum unit of analysis should be the cultural community, which is a community of knowledge and a political community at the same time. A human group that generates ties of collaboration between its members is already a community of knowledge and a political community where different individuals will have cooperative and conflict relationships mediated by specific knowledge and assessments (Dussel, 2006). In this sense, every human group develops a Politics or power relations around the social relations that are built in a cultural community and that are endowed with evaluative, moral, ethical, aesthetic and symbolic meanings, although the interpretations between these meanings do not they may be generalizable among its members and hence the possibility of conflicts.
