Theoretical foundations of the Measurement of Municipal Administrative Capacities

Abstract

In the previous article we proposed a measurement of the Administrative Capabilities of Municipal Governments (Martínez Andrade, 2014). In this document we propose the theoretical reflection behind the proposed metric. We propose to think of the municipality in relation to four elements necessary for its full functioning: the normative-regulatory framework, the directive question, the operational question and economic resources. These four elements can be observed separately to understand administrative capacities as a whole (De Alba and Gómez, 2010; De Dios, 2008).
