Abstract

Our federalism is born from above and from the center. The long road towards a more or less functional federation depends on this centralism in which democracy had not played a relevant role, until now. Regardless of whether our democratic system can survive against its enemies, federalism will continue to be a reality conditioned by the central government. More so now that, after a century of consolidation of the national State, there does not seem to be avenues for a greater role for states and municipalities.
