Intergovernmental relations in educational equity policies: developing a cooperation model

Abstract

In 1990, Brazil and Mexico reformed their educational systems by decentralizing the administration of educational services to the lower levels of government. As a consequence, the institutional design in both countries was modified, which involved a redistribution of functions and the establishment of concurrent functions, including educational equity. In other words, the responsibility for guaranteeing educational equity rests with both the Federal Government and the state governments. Both cases present an institutional design that is very close to tripartite federalism. However, institutional design does not promote incentives and cooperation mechanisms that are stable and effective.
