Identity and Culture in a transnational community: Ixpantepec Nieves, Oaxaca

Abstract

The fee system is constantly being modified as a way to meet the growing challenge inherited by migration. One of these strategies is replacement in exchange for a salary, this applies especially in the position of topil; He can be held by another person unlike the positions of councilor, trustee, president, treasurer and mayor. Migrants have resorted to this measure to maintain their rights as citizens. Those who do so are mostly young people who are not yet of the age to fulfill a position. Young people assume these positions as a form of wage labor while becoming familiar with the governance system.
