Abstract

We arrive at the concept of social action when individual involvement depends on their degree of awareness, beyond tangible goods and is to achieve a collective good: air, water, education, etc. A good or a service, according to the definition given by economists, has three peculiarities. Likewise, the State has direct interference in managing and providing these goods and services to its citizens, through its government plans where special attention is assigned to a public administration agency or agency in the provision of a basic service for the population, in the present work is limited to the mobility that exists in an urban center where there is a certain set of actors so that the population moves from their home to work and so on.
