Challenges and perspectives for the implementation of territorial planning programs in Oaxaca

Abstract

The content of this document addresses the approach where the main challenges and limitations are exposed in a theoretical way to implement land use planning. Then, a theoretical-conceptual framework is described that is based on the explanation of the territorial ordering, the antecedents, the difference between the territorial and ecological ordering, as well as the methodologies for implementation. Subsequently, the legal framework that supports the realization of territorial regulations for the federal, state and municipal level is analyzed. Finally, in the results section, the analysis of the complexities of the implementation of land use planning in the Oaxacan geography and the challenges for local governments is projected.
