Abstract

The reality of the municipality in Mexico has revolved around various realities. These have been contained between liberal reality and uses and customs. The manifestation of this reality has had different structural approaches in each state of the republic. There is a trajectory in the history of the municipality linked to the constitution of Cádiz of March 19, 1812, where the union between republics of Indians and republics of Spaniards was proposed, against which there were a variety of conflicts, since the indigenous to decision-making structures. This element is a precursor to what is known today as traditional democratic (liberal) municipalities (usages and customs).
