Professionalization of public service in municipal governments

Abstract

In Mexico, local administrations, in most cases, have been characterized as deficient structures to attend and respond to the problems of society. Nepotism is one of its main causes in which public servants are chosen from family ties. Likewise, compadrazgo implies giving up a position to a person with whom there is some intra-family bond (commitments derived from rituals). The cronyism is to select the personnel benefiting the friendly relations (Nieto, 2011). Therefore, nepotism, cronyism and cronyism are informal practices that exclude the best personnel available in the labor market.
