Cultural governance for regional well-being. Community intervention proposal for the state of Puebla, Mexico
Abstract
Democracy, as a node of experiences oriented to a horizon of expectations, begins there where the subjects - regardless of their particularities and specificities -, agreeing by consensus to articulate in a community of memories and a joint destiny, have equal possibilities to exercise in same potential, equal rights, congruently fulfill their responsibilities for the maintenance of the public and take part in the negotiation of meanings within a community of meaning. Faced with such a simple statement of utopia, a reality is faced that would seem to refuse to allow itself to be framed: one of the great problems is its apparent incompatibility with the world economic system, with its quintessential primacy of the individual as a selfish rational actor and the principle of competition with its cumulative consequences. The diagnosis reveals the need for an invasive surgical intervention that displaces the orthopedic and aesthetic devices so much aided by the social democracy. How to marry or coexist the oligopolistic configuration of late capitalism with democracy, which Jacques Rancière characterized as the violent and spontaneous eruption of the masses? If immediately taking the system by storm seems illusory, it is not impossible to consolidate a path that is already being followed from different angles: to contribute to the equitable distribution of access to resources (material, economic, symbolic) and to manage the involvement of citizens in the planning, implementation and evaluation of political action. That is, to bet on authentic public policies.
